# Blue Seal PAB phase-out: Singapore’s announced 2028 deadline

Singapore has announced 1 January 2028 as the date to phase out keeping and using Blue Seal power-assisted bicycles. The [7 October 2026 MOT speech](https://www.mot.gov.sg/news-resources/newsroom/opening-speech-by-minister-of-state-for-transport-and-for-culture--community-and-youth--mr-baey-yam-keng--at-the-land-transport-and-related-matters--no--2--bill-second-reading/) sets out that plan. This guide has not independently verified a commencement notice bringing the new provisions into force. Check the latest LTA instructions before relying on a legal deadline.

- A Blue Seal bike needs a replacement plan under the announced phase-out. An Orange Seal alone does not prove the bike remains compliant after modifications.

## What is announced, and what is in force?

[Bill 21/2026](https://sso.agc.gov.sg/Bills-Supp/21-2026/Published/20260908?DocDate=20260908), introduced on 8 September 2026, is a bill document, not proof of commencement. The date above is explicitly presented as an announcement. This avoids turning a future policy statement into a claim about what is already prohibited.

They explain what to match. They do not prove a particular shop’s stock, the condition of a used device or that every retailer may sell the model.

## What a cheap replacement can hide

- **Retailer approval is not transferable.** The LTA list ties approval to the named retailer and model. Check both, rather than borrowing another seller’s approval.
- **Capacity is not an upgrade permission.** A larger Ah figure is not evidence that the replacement meets the approved specification. Do not modify the battery, motor or electrical system on that assumption.
- **Charger fit is not charger verification.** Match the manufacturer’s charger instructions and the valid SAFETY Mark serial. Do not choose a universal charger by plug shape.
- **A used Orange Seal bike needs inspection.** Ask for the physical model, seal and registration details and evidence of any modifications. Unknown history remains unknown.
- **A deadline is not a clearance bargain.** A low Blue Seal asking price does not settle the useful ownership period under the announced change. Price comparison starts only after that purchase decision.

## Plan a proper retirement route

The [MOT speech](https://www.mot.gov.sg/news-resources/newsroom/opening-speech-by-minister-of-state-for-transport-and-for-culture--community-and-youth--mr-baey-yam-keng--at-the-land-transport-and-related-matters--no--2--bill-second-reading/) says LTA is working with ALBA on additional collection drives for safe disposal. The checked speech does not give a current collection address, appointment date or proof that every ordinary e-waste bin accepts a whole PAB.

Check the latest LTA and ALBA collection-drive instructions before arranging disposal. Ask whether the whole bicycle and its battery are accepted and whether a booking or other procedure is required. Do not dismantle the battery pack to make it fit a collection bin.

## Before you replace or re-battery

For charger verification, enter the exact model or the eight-digit SAFETY Mark registration number in the official register linked below. Match the returned model and check that its registration has not expired. Plug shape is not a substitute for this check.

1. **Read the latest LTA page.** Confirm the current Blue Seal phase-out instructions, any applicable exemptions and registration process.
2. **Match retailer, model and device.** Ask the seller to identify the entry in the current approved list and show the physical seal and original specification.
3. **Record battery and charger codes.** Copy model, manufacturer, voltage and capacity from the actual labels. Ask the authorised seller about an exact replacement; do not alter the pack yourself.
4. **Compare only eligible products.** For a new complete PAB, match model, battery, charger, registration role and tax/membership conditions. Rank verified item prices and disclose delivery separately. Do not include an unapproved pack as a cheaper equivalent.

## Questions and answers

### Is the 2028 date already proven by a commencement notice here?

### Does an Orange Seal guarantee a used bike is compliant?
