Blue Seal PAB phase-out: Singapore’s announced 2028 deadline

Singapore has announced 1 January 2028 as the date to phase out keeping and using Blue Seal power-assisted bicycles. The 7 October 2026 MOT speech sets out that plan. This guide has not independently verified a commencement notice bringing the new provisions into force. Check the latest LTA instructions before relying on a legal deadline.

In short

A Blue Seal bike needs a replacement plan under the announced phase-out. An Orange Seal alone does not prove the bike remains compliant after modifications.

Battery approval is specific to the PAB model and approved specification. Matching 36 V or 48 V is not sufficient.

Use the original manufacturer’s recommended charger and verify its valid SAFETY Mark. Do not buy a high-capacity battery as an assumed legal upgrade.

The MOT speech says LTA is working with ALBA on additional collection drives for safe disposal. The checked speech does not give a current collection address, appointment date or proof that every ordinary e-waste bin accepts a whole PAB.

Check the latest LTA and ALBA collection-drive instructions before arranging disposal. Ask whether the whole bicycle and its battery are accepted and whether a booking or other procedure is required. Do not dismantle the battery pack to make it fit a collection bin.

    Ask the seller to identify the entry in the current approved list and show the physical seal and original specification.

  3. Record battery and charger codes.

    Copy model, manufacturer, voltage and capacity from the actual labels. Ask the authorised seller about an exact replacement; do not alter the pack yourself.

  4. Compare only eligible products.

    For a new complete PAB, match model, battery, charger, registration role and tax/membership conditions. Rank verified item prices and disclose delivery separately. Do not include an unapproved pack as a cheaper equivalent.

Does an Orange Seal guarantee a used bike is compliant?

Can I replace a 36 V battery with any 36 V pack?

Are MC and MC-PRO 3.0 the same bike?

No. The checked LTA entries list different PAB manufacturers, battery codes, voltages and capacities.

Can I convert a Blue Seal PAB instead of replacing it?

Do not assume conversion is permitted. Seek the controlling LTA instructions for the actual device before spending.

Is the approved list a quality endorsement?
